【摘要】:Thisguideprovidesproceduresenablingtherecordingofqualitativeperformanceinformationundercontrolledtestconditions.Thisinformationcanbeusedtogetherwithquantitativedatatocomprehensivelyevaluateaparticularspillremovaldeviceorasameansofcomparingtwoormoredevices.Althoughthequalitativeassessmentdescribedinthisguidecanbesomewhatsubjective,itisanimportantpartoftheoverallevaluationofaspillremovaldevice.Thisguidecoversperformancefactorsotherthanrecoveryrateandefficiencythatwillaffectthedevicersquo;performanceinanactualspill.Theirconsiderationallowsthecomprehensiveevaluationorcomparisonofspillremovaldevices.Cautionmustbeexercisedwhenevertestdataareusedtopredictperformanceinactualspillsituationsastheuncontrolledenvironmentalconditionsthataffectperformanceinthefieldarerarelyidenticaltoconditionsinthetesttank.Portionsofthisguidearespecificallyintendedforskimmerswithhydraulicpowersupplies.Thisisnotintendedtolimitapplicationofthisguidetoskimmerswithotherpowersuppliessuchaselectricorpneumatic.1.1Thisguidecoversevaluatinganumberofqualitativeperformanceparametersforfull-scaleoilspillremovalsystemsorindividualcomponentsofthosesystems.ItisintendedtocomplementthequantitativetestingcoveredinGuideF631.1.2Thisguideisintendedforpotentialpurchasersofoilspillremovalequipmenttoensurethatsuppliersmeettheirneedsandexpectations.1.3Thisguiderequiresasubjectiveevaluationthatcouldvarywidelywhencompletedbydifferentorganizations.Assuch,itsmainusewouldbeasameansofcomparingdifferentskimmersforaparticularorganizationorapplication.1.4Notalloftheitemsinthisguidewouldapplytoaparticularskimmerortoaparticularcleanupapplication.Priortousingthisguide,usersshouldcarefullyreviewtheentirecontentsandnotethoseareasthataremostimportanttotheirneeds.Inparticular,qualitativeevaluationofitemssuchasworkmanshipofconstructionmaynotbeapplicabletoprototypeskimmers.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.SpecificsafetyprecautionsaregiveninSection.
